Communications Engineer

The Engineering and Technology Division is focused on providing quality project management as well as engineering design services and support. Working in a creative, fast-paced environment, you’ll be part of transforming the future of the province’s energy sector.
We currently have an opening in the Protection, Control & Communications (PCC) Engineering Department for a Communications Engineer. Reporting to the Supervising Engineer – Communications, you will work as a member of a small team with both operational and project responsibilities.
You will design, implement, and support modern communications and SCADA systems. This includes a wide range of technologies with a focus on routers, switches, firewalls, low level and long range fiber optics, PBX, voice circuits, and other systems. This position supports technical and project execution activities including:
- Provide technical engineering support for the operation and maintenance of all Hydro communications systems
- Prepare conceptual designs, feasibility studies, and estimates for a variety of system modifications or expansions
- Conduct engineering studies and assessments for a variety of issues and prepare reports on same
- Prepare communication system designs
- Network architecture design
- Select and procure communications equipment and systems
- Prepare equipment configurations and settings
- Involved in preparing project estimates, schedules, and resource requirements
- Communications analysis as it relates to performance
- Assess new technologies and determine the optimal solution
- Interfacing with other discipline engineers and operations staff on a diverse array of projects
Qualifications:
- Bachelor of Engineering Degree (Electrical) with a minimum of 3-5 years of experience or equivalent combination of education and experience in communications, preferably with an electric utility
- Eligible for membership in the Association of Professional Engineers and Geoscientists of Newfoundland and Labrador (PEGNL)
- Relevant experience in the selection, design, configuration, implementation, and troubleshooting of communications equipment and systems
- Experience in IP networking and IP security; configuration of related devices, especially experience with Cisco products and/or Cisco certifications, would be an asset
- Experience in preparing specifications, drawings, and wiring diagrams
- Experience in network architecture design required for both the operational and administrative needs of a power utility would be an asset
- Knowledge of microwave radio, VHF radio, UHF radio, RTUs, IED interfacing, power line carrier, and DC power systems would be an asset
- A working knowledge of SCADA and protection protocols and related test equipment would be an asset
- Experience in supervising equipment installation and commissioning would be an asset
- Effective written and verbal skills
- Ability to work with and/or lead a multi-discipline team of both internal and external resources
- Demonstrated experience within a team environment
- Travel to Hydro sites is required
Mandatory Vaccination Policy
On October 15, the Government of Newfoundland and Labrador announced the details of the mandatory vaccination policy that applies to public service employees including those in Crown Corporations such as NL Hydro.
Under the new policy, all provincial government employees are required to be fully vaccinated against COVID-19, or have an approved medical exemption by
December 17, 2021. A person is considered fully vaccinated when two weeks has passed since their second vaccination (or first in the case of one-dose vaccines).
Failing to comply with this requirement (including requested but not approved policy exemption) will result in the job offer being revoked.
