Financial Planning Specialist ­

The Financial Planning Specialist will play a key role in the completion of Hydro’s long-term financial projections. The Financial Planning Specialist is expected to maintain and develop and enhance detailed projection models and is the single point accountable for long-term financial planning which is critical to the long term financial success of Hydro and for the improvement of performance in general rate applications (GRAs). The incumbent will be required to interpret planning model results and develop recommendations for the organization’s long-term financial strategy considering both the Regulatory and the Financial Reporting impacts. The Specialist will also be required to consider Financial Reporting implications and develop strategies which would optimize results from a Regulatory Accounting and IFRS perspective. The Financial Planning Specialist will be required to work closely with the Resource and Transmission Planning Department to develop and maintain supply cost models and to ensure alignment with operational requirements.­ The incumbent will also be responsible for assigning costs in accordance with contractual obligations to generation plans by assigning financial values to energy and ensuring compliance with commercial agreements. This is a critical activity for regulatory filings including GRAs, budgets, forecasts and other regulatory mechanisms.

The Specialist will also be responsible for the review and completion of cost-benefit analysis as required, along with other financial decision support activities to support capital and operating planning and reporting activities throughout the organization, and for external information requirements. The Financial Planning Specialist will also be responsible for leading projects and studies and to coordinate the implementation of associated recommendations. The Financial Planning Specialist will be expected to monitor orders and other communication from the Regulator to assess the financial impact from a Regulatory Accounting and IFRS perspective on the organization and to ensure integration with financial models. The incumbent will also play a key role in applications to the Regulator including but not limited to General Rate Applications and is required to conduct analysis to respond to requests for information and develop cross functional relationships to accomplish financial goals. The incumbent will conduct quality assurance on filings, participates in the review of contracts and leads financial assessments of various options and projects prior to submission to the Regulator or inclusion in budgets or long-term planning models. The incumbent is expected to exercise a considerable level of autonomy and decision making and must have the capability to translate regulatory constructs into operational activities.

Key success factors include short-term and long-term financial modelling, in-depth knowledge of regulatory principles and the impact on planning and reporting, in-depth knowledge of both Regulatory Accounting and IFRS, the ability to communicate information to various stakeholders, strong technical accounting skills as well as the ability to work in a dynamic environment with multiple demands and defined timelines.

Qualifications:
­
You have a University degree with a professional accounting/financial designation and/or a Masters in Business Administration, combined with at least 10 years of progressively responsible experience in financial analysis and/or accounting or an equivalent combination of education, training and experience may be considered. Experience related to the Electric Utility industry is considered an asset for this position.

  • Experience with financial models and planning;
  • Strong, team based, interpersonal skills in order to ensure a close relationship exists with other departments, shareholder, Public Utilities Board and other parties interested in Hydro’s regulatory matters;
  • In depth knowledge of GAAP / IFRS and Regulatory Accounting;
  • Ability to research, analyze and interpret information from a variety of sources and subject areas with a particular emphasis on regulatory compliance and accounting;
  • Excellent analytical and problem solving ability;
  • Strong oral communication skills;
  • Excellent writing skills and ability to write comprehensive reports;
  • Strong Organizational skills;
  • Proficiency in the use of computer applications and knowledge of Corporate systems such as JDE and the Microsoft suite, in particular, Excel and PowerPoint.
