Protection and Control Engineer

Newfoundland and Labrador Hydro is an employer of choice within the energy sector. The Engineering Services Division is focused on providing quality project management and engineering design services and engineering support. The long term plan is to execute an ambitious capital program to replace and renew aging assets and to add new assets. One component of this program involves the addition, replacement and renewal of communications systems.

We currently have an opening in the Protection, Control & Communications Engineering (PCC) Department for a Protection & Control Engineer. You will bring experience in Protection and Control to the team and contribute fully in the project outcomes. You will work as a member of a small team with both operational and project responsibilities. Your technical skills and experience combined with excellent written and verbal skills will allow you to make significant contributions to the project.

Responsibilities:

You will join a multi-discipline team working in a matrix organization to design and implement modern Protection and Control systems. This include a very wide range of challenging technologies including different types of protective devices such as , distribution reclosers, power fuses, different type of protective relays and the control devices. You will also:
­
  • Participate in applicable aspects of the Corporate Safety and Health program and contribute to a vibrant safety culture.
  • Perform Protection and Control design for all Hydro facilities.
  • Provide support for the development and evaluation of operating and maintenance procedures, participation in the inspection, testing, commissioning and de-commissioning of protection and control equipment, the evaluation of relay test data, and consultation with original equipment manufacturers concerning equipment problems. May be required to supervise Hydro and Contractor personnel in the solution of operating problems.
  • Prepare conceptual designs, feasibility studies and estimates for a variety of system modifications or expansions.
  • Prepare detailed design drawings for a wide variety of utility generation, transmission and distribution systems.
  • Prepare settings for relays used in generation facilities (hydro, thermal, gas turbine, and diesel), terminal stations, transmission lines and distribution systems.
  • Prepare project design transmittals, cash flows, asset assignment forms, schedules, work breakdown structures for approved projects.
  • Prepare contract documents and technical specifications for a wide variety of projects, evaluate the tenders, prepare evaluation reports and make recommendations to award.
  • Review manufacturers/consultants’ drawings to verify conformity with design criteria and Hydro's standards and operating philosophies.
  • Monitor progress of equipment manufacture, do inspections and participate in factory testing of the equipment. Review test reports to ensure compliance with schedules and technical and commercial requirements.
  • Prepare and/or review As Built drawings and operating and maintenance manuals.
  • Prepare Requests for Proposals for outside consulting services, evaluate proposals and recommend award. Direct activities of outside consultants to ensure services are delivered according to contract requirements.
  • Prepare Protection and Control engineering design and equipment standards for use by Hydro.
  • Provide technical engineering support for the operation and maintenance of all Hydro facilities.
  • Conduct engineering studies and assessments for a variety of issues and prepare reports on same.
  • Ability to assess new technologies and determine the correct solution.
  • Other duties as required.
  • Travel to project sites is required.

Qualifications:

­
  • Bachelor of Engineering Degree (Electrical) with 5 years experience or equivalent combination of education and experience preferably with an electric utility
  • Be eligible for membership in the Association of Professional Engineers and Geoscientists of Newfoundland and Labrador (PEGNL)
  • Relevant experience in the design, implementation and troubleshooting of P&C equipment and systems
  • Experience in the configuration of P & C equipment
  • Experience in preparing specifications, drawings and wiring diagrams
  • Experience in supervising equipment installation and commissioning
  • Experience in selecting, setting and troubleshooting P&C equipment
  • Experience in preparing project estimates
  • A working knowledge of SCADA, TCP/IP and protection protocols and related test equipment
  • Effective written and verbal skills
  • Ability to work with and/or lead a multi-discipline team of both internal and external resources
  • Demonstrated experience within a team environment
